This is a fantasy about Napoleon Bonaparte, set in 19th century France. It is based upon a French novel, not by Hans Christian Andersen. It stars Ian Holm (Alien, Time Bandits, Brazil, LotR) as the Emperor who escapes from exile in Elba, and returns to Paris to reclaim his throne. There he finds the insane asylum is full of men intent upon the same goal. Rated PG for language; runs 106 min.
